1. General Provisions
1.1. The 12th International Student Film Festival of Sound Engineers "INtonatsii" (hereinafter referred to as the Festival) is held annually to enhance the professional skills of future filmmakers and to showcase and evaluate the creative achievements of students and faculty of the St. Petersburg State Institute of Film and Television, as well as students from Russian and international film and television schools.
1.2. The Festival's status is international based on the criteria for classifying film festivals as international film festivals, approved by Order No. 1454 of the Ministry of Culture of the Russian Federation dated July 31, 2024, "On Approval of the Procedure for Formulating and Amending the List of International Film Festivals Held in the Russian Federation and the Criteria for Classifying Film Festivals as International Film Festivals."
1.3. The Festival program may include films of national and foreign production, or films produced in accordance with international treaties of the Russian Federation jointly with film producers who are foreign citizens, stateless persons, or foreign legal entities. 1.4. A jury formed by the Organizing Committee, consisting of Russian and international filmmakers, will evaluate the Festival's competition program.
1.5. The 12th International Student Film Festival of Sound Engineers "INtonatsii" will be held in St. Petersburg, Russian Federation.
1.6. The Festival is organized and held by LNF LLC at the Federal State Budgetary Educational Institution of Higher Education "St. Petersburg State Institute of Cinema and Television" (hereinafter referred to as SPbGIKiT).
1.7. The Organizer may engage third parties to achieve the goals and objectives of the Festival.
1.8. The Festival Directors are: Marina Mikhailovna Sheinman, Polina Valeryevna Volynkina, Anton Viktorovich Smirnov, and Tatyana Valeryevna Rtishcheva.
1.9. An Organizing Committee is established to organize the Festival.
1.10. The festival will be held in person.
1.11. The official language of the festival is Russian.
2. Festival Goals and Objectives
2.1. The goal of the festival is to enhance the importance of the sound engineering profession and the expressive power of sound in cinema.
2.2. Festival Objectives:
- to introduce the most talented young sound engineers to the public;
- to create conditions for the creative and professional development of aspiring filmmakers, as well as their involvement in the contemporary filmmaking process;
- to increase young people's interest in the film industry as a potential professional opportunity.
3. Festival Program
3.1. The Festival will be held from May 12 to 16, 2026, in St. Petersburg.
3.2. The Festival Program includes:
- Opening and Closing Ceremonies;
- Competition screenings of feature, documentary, television, and animated Russian and foreign films;
- Master classes, creative meetings, and discussions with leading filmmakers and representatives of the sound industry.
4. Festival Prizes and Diplomas
4.1. Following the jury's deliberations, prizes will be awarded in the following categories:
- V.M. Persov Grand Prix (awarded to the film's sound engineer and the film's creative team of up to five people);
- Prize for Best Sound Engineer in a Feature Film;
- Prize for Best Sound Engineer in a Documentary Film;
- Prize for Best Sound Engineer in an Animated Film;
- Prize for Best Debut Sound Engineer;
- Prize for Best Musical Score (awarded to the film's composer or sound engineer).
4.2. Special Prizes:
- Grigory Frank Special Jury Prize "For Original Sound Score";
− Boris Andreyev Special Jury Prize "For the Expressiveness of Sound Design";
− Elena Sladkovskaya Special Jury Prize "For the Beauty and Sincerity of Intonations";
− Aliakper Hasan-Zade Special Jury Prize "For the Search for the Absolute and Its Embodiment";
− Audience Award.
4.3. The jury also reserves the right to award individual works with additional prizes and diplomas with their own wording.
4.4. If a Festival prizewinner is unable to receive their prize at the closing ceremony, the prize may be collected by the author after the festival at the Organizing Committee. The prize may also be presented to members of the creative team of the winning film.
5. Conditions for Film Participation in the Competition Program
5.1. Applications for participation in the Festival are submitted on the Festival website: https://intonfest.ru/
5.2. The Festival accepts feature, documentary, television, and animated short films produced by students of professional film schools during their studies and created between 2025 and 2026. Films must be fully completed by January 31, 2026.
5.3. Films submitted to the Festival must not contain propaganda of violence, national, racial, or religious intolerance, or insults to moral sensibilities.
5.4. Films submitted to the Festival must not contain information, the dissemination of which is prohibited by Russian law, or contain obscene language.
5.5. The Festival will not accept films for which distribution certificates were refused on the grounds specified in subparagraphs “b” – “d” of paragraph 18 of the Rules for the Issuance, Refusal to Issue, and Revocation of a Distribution Certificate for a Film, approved by Decree of the Government of the Russian Federation of 27.02.2016 No. 143 “On Approval of the Rules for the Issuance, Refusal to Issue, and Revocation of a Distribution Certificate for a Film and the Rules for Maintaining the State Register of Films” (repealed effective September 1, 2024 in accordance with Decree of the Government of the Russian Federation of July 26, 2024 No. 1020) (hereinafter referred to as the Rules for Issuing a Distribution Certificate), or on the grounds specified in subparagraphs “b” – “d” of paragraph 19 of the Procedure for the Issuance (Issue) of a Distribution Certificate for a Film, Refusal to Provide (Issue) of a Distribution Certificate for a Film, Revocation of a Distribution Certificate Film certificates and amendments to film distribution certificates, approved by Order No. 942 of the Ministry of Culture of the Russian Federation dated May 21, 2024 (registered by the Ministry of Justice of the Russian Federation on May 27, 2024, registration No. 78274).
5.6. The festival will consider films that have not participated in previous INtonations festivals.
5.7. The festival will consider no more than two films from one participant per nomination.
5.8. Film running time must not exceed 30 minutes.
5.9. In the application, the author must provide the following information in Russian and English:
5.9.1. Information about the film:
- Country of production;
- Year of production;
- Film title;
- Brief summary of the film;
- A poster of the work, 3 stills from the film, and a trailer (if available).
5.9.2. Information about the director and film crew, including the name of the educational institution, workshop name, and course number;
5.9.3. Information about the lead actors;
5.9.4. Photos of the director, sound engineer, and composer;
5.9.5. Foreign films must be accompanied by Russian subtitles. Russian films must be accompanied by English subtitles.
5.10. If the film and accompanying materials are not submitted within the specified deadline, or if the submitted copy of the film does not meet the technical requirements, the Festival Organizing Committee reserves the right to exclude the film from the competition program.
5.11. The time of the screening of the selected film and its place in the competition program will be determined by the Festival Organizing Committee.
6. Film Selection Stages
6.1. Applications for participation in the Festival's competition program will be accepted from December 1, 2025, to January 31, 2026 (inclusive).
6.2. The selection of Russian and international films for the competition program will be carried out by a Selection Committee formed by the Festival Organizing Committee.
6.3. The Festival Organizing Committee will develop the competition program.
6.4. The Festival's competition program, including a list of films, will be published on the website no later than one week before the start of the festival.
6.5. Films included in the competition program will be screened at the festival from May 12 to 16, 2026.
7. Copyright
7.1. Upon confirmation of participation, the Submitter undertakes to provide the Festival Organizer with a Consent and documents from the authors of the work permitting its use, including the following:
- reproduction,
- distribution of copies of the work by any means,
- the right to import, translate, or adapt the work for non-commercial purposes and without payment of monetary compensation to the author (authors' collective),
- mandatory indication of the name of the author (co-authors) in Russia, foreign countries, and on the Internet.
7.2. The Submitter undertakes to sign a License Agreement for the use of the work by way of a simple (non-exclusive) license upon inclusion of the Submitter in the list of nominees for the Festival.
8. Festival Rights
8.1. The Festival Organizing Committee reserves the right to use film excerpts (no more than 3 minutes) for festival promotional purposes.
8.2. Participants' personal data will be processed in accordance with Federal Law No. 152-FZ "On Personal Data" of July 27, 2006, and the Festival's Personal Data Processing Policy.
8.3. By submitting an application to participate in the Festival's competition program, the author consents to the processing of their personal data in accordance with the requirements of Federal Law No. 152-FZ "On Personal Data" of July 27, 2006. No. 152-FZ "On Personal Data" specified in the application and in the materials submitted to the competition, by any means (including collection, systematization, accumulation, storage, clarification, use, distribution, depersonalization, blocking, and destruction), and confirms that, in giving such consent, they act freely, of their own free will, and in their own interests.
8.4. The author guarantees that they have obtained consent to the processing of personal data from all other persons involved in the creation of the film submitted to the competition and, if necessary, will provide such documents upon the Festival Organizing Committee's first request.
8.5. Responsibility for claims and suits from third parties related to copyright and related rights rests with the applicant of the film in respect of which the dispute arose.
8.6. The Festival Organizing Committee reserves the right to use films from the competition program to compile an almanac of the best works for subsequent screenings as part of the "echo festival" in schools, universities, social centers, and movie theaters.
8.7. The Festival Organizing Committee reserves the right to produce and use video recordings of festival events online and in the media for the purpose of promoting the festival.
8.8. Participation in the Festival implies unconditional acceptance of its Rules.
9. Festival Rules
9.1. The Organizer reserves the right to immediately suspend or terminate the rights of Festival participants, by notifying them, in the event of their violation of the provisions of these Regulations.
9.2. Grounds for exclusion from participation in the Festival may include:
− publication of information and data that violate the current legislation of the Russian Federation;
− calls for extremist activity, public incitement, justification, or justification of extremism, social, racial, national, or religious hatred, the humiliation of national dignity, propaganda of the exclusivity, superiority, or inferiority of citizens based on their attitude to religion, social, racial, national, religious, or linguistic affiliation, or other reasons, propaganda and public display of Nazi paraphernalia or symbols, or paraphernalia or symbols similar to Nazi paraphernalia or symbols to the point of their displacement;
- posting on the Festival Website and VKontakte group, via text messages, graphic and/or video images, or by other means, information the content of which is offensive to citizens or may be considered as such, as well as information that discredits participants, citizens supporting participants, or other individuals, contains threats, calls for violence, illegal acts, antisocial or immoral behavior, or any other actions contrary to the principles of law and order and morality;
- publishing false or defamatory information about the Festival or its participants.
9.3. The Organizer reserves the right to disqualify individuals from participating in the Festival without explanation or provision of evidence.
9.4. The information regarding the procedure and rules for holding the Festival specified in these Regulations shall be posted on the Festival Website. In case of changes to these Regulations, they will be published on the Festival Website.
